The Monitoring, Evaluation and Learning Officer will support data collection, indicator monitoring and results analysis to improve project effectiveness and impact. He/she will play a key role in data collection, analysis and interpretation to support project reporting activities. He/she will monitor project results and be responsible for the quality and accuracy of technical results and reports.
Duties and responsibilities
Summary of responsibilities
1. Support the design and implementation of the project’s Monitoring, Evaluation and Learning (MEL) activities
2. Support the development and updating of the project’s SEXA plan
3. Develop and monitor project indicators
4. Implement baseline studies and ongoing project monitoring activities
5. Oversee data collection and analysis;
6. Synthesize data and write study reports
7. Verify and ensure data quality
8. Contribute to the preparation of work plans, quarterly and annual reports, financial reports and other documents summarizing project results and evidence
9. Ensure that project data is collected, cleaned, analyzed and used by stakeholders for learning, policy development and ongoing corrections
10. Lead the design and implementation of project evaluation and analysis activities, including performance assessments, surveys, formative research, qualitative studies and rapid or specific studies
11. Oversee the dissemination of information on successful and promising approaches, lessons learned and other project results to local, national and regional intergovernmental bodies, donors, partners and other stakeholders
12. Supervise and coordinate the work of other project consortium members
13. Promote actions that facilitate collaboration, learning and data-driven decision-making
14. Make presentations at project review meetings and workshops
Education, knowledge and experience
•Bachelor’s degree or equivalent in agricultural economics, economics, forestry or other relevant social science field.
•Excellent interpersonal skills and team spirit.
•Early career experience, particularly with NGOs or research organizations, will be an asset.
•Basic knowledge and experience in data and database management and maintenance.
•Analytical mind and good problem-solving skills.
•Ability to explain complex problems in a clear, non-technical manner.
•Basic knowledge of monitoring and evaluation.
•Familiarity with key concepts and tools such as logical framework (Logframe), theory of change, results frameworks and key performance indicators.
•Strong organizational and time management skills.
•Good command of data collection and analysis software such as Kobo Collect, ODK, SurveyCTO, SPSS, Stata, R or any other statistical tool.
•Attention to detail and ability to follow instructions precisely.
•Ability to work independently and collaborate effectively in a team environment.
•Minimum of 3 years’ post-graduate experience in monitoring, evaluation and learning, research or other relevant field.
Terms and conditions
•This is a Locally Recruited position. CIFOR-ICRAF offers competitive remuneration in local currency commensurate with skills and experience.
•The duty station will be in Kayes/Nioro, Mali CIFOR-ICRAF Offices.
