The Policy Analysis and Stakeholder Engagement Researcher analyzes the national policy of forestry governance, environment, climate mitigation-adaptation, green and blue economy, related topics of SDG and other landscape approach policies issued by policy makers and various actors feed into the identification of leverage factor and the development of green scenario, sustainable development, and gender-responsive. Engagement in the policy process to support national and subnational development planning and M&E (monitoring and evaluation).

Duties and responsibilities

Research:
1. Assist in examining and mapping
the nested-governance system (land-based development, environment, and forest
governance) and their practices at the landscape, and use this for policy
awareness and capacity building to strengthen the development planning system.

The
work includes the analysis of:

  • Government
    regulation and national strategies as well as sub-national (Peraturan Daerah).

  • Background,
    concepts, and policy documents.

  • Institutional
    capacity development regarding better planning and M&E process.

  • Development
    planning and its SEA (Strategic Environment Assessment): facilitating the
    preparation of development plan and SEA documents, including the establishment
    of working groups and capacity building.

  • Forest
    Management Unit (FMU)/Kesatuan Pengelolaan Hutan (KPH), social forestry and
    emerging forestry policy/program, including its effectiveness and legal and
    regulatory procedures, in relation with low-carbon development pathways,
    political economy and ecology.

  • Mainstream
    principle of green economic in development process at national and subnational.

  • Other
    landscape and jurisdictional approaches include integration of land and
    seascape.

  • Community
    participation in the development planning process.

  • Capacity
    Development Assessment (CDA).
2. Publish written documents
related to policy and stakeholder engagement in the development planning
process and other issues.

3. Involve in project-related
another research as supporting as requested by CIFOR- ICRAF Indonesia.

 

Partnership and
Networking

  1. Represent CIFOR-ICRAF
    Indonesia in several forum and engagement activity to deliver objectives of the
    research and project implementation.

  2. Attending and present
    project results and related topics in meetings, workshops, seminars as
    requested.

  3. Collaborate with national
    and local government (provincial, district, sub-district and village) at the
    project’s site to have some understanding of research agenda toward ultimate
    goal.

  4. Maintain daily basis of
    mutual collaboration with sectoral agencies including.

  5. Bappeda, Forestry Agency,
    Agriculture, General Work and Spatial Plan and other agencies both in province
    and district level.

  6. Maintain and guard the
    progress of activity including technocratic document, SEA, RPJMD, RTRW, several
    forms of RAD (action plan) and other relevant processes.

  7. Asist the mainstreaming
    process of many topics such as green economic masterplan and roadmap, peat
    management and restoration, food security, nature base solution, and gender
    into formal national and regional development plan.

  8. Attending meetings, visit
    partner institutions/local organizations to discuss the project activities to
    explore new activities and engage with local government in assisting future
    proposal development.

Communication and
Capacity Building:

  1. Maintain collaboration with
    other CIFOR-ICRAF units and relevant institutions for technical advisory and
    implementation.

  2. Assist in the development
    of communication materials on project sites and active Indonesia in Bahasa and
    English.

  3. Write articles, working papers,
    briefs, leaflets, and other scientific publications.

Administration and
Management:

  1. Assist preparation of the
    activity in engaging the stakeholders in many processes of the development
    planning session.

  2. Assist supervision and
    guidance to partner colleagues in project planning and site monitoring.

  3. Assist in managing daily
    multiple project activities.

  4. Assist in preparing
    multiple project annual reports (technical and financial), annual work-plan and
    budget.

  5. Assist in developing
    proposals, project planning, and evaluation at the project end.

  6. Arranging,
    managing and monitoring collaboration with partners to carry out capacity
    building training, workshops, and research.

Education, knowledge and experience

• Educational background (bachelor’s degree) in forestry, environment, law, social-political science, geography, agriculture, development study, law, politics, social science, and/or other related fields.
• Minimum 4 years of relevant work.
• Experience in working with NGOs and government institutions.
• Contribution in the process of national/subnational regulation development e.g. PP/Perda/Pergub/Perbup is valuable experience.
• Good knowledge of policy analysis regarding forestry policy, climate change, development planning,
• Computer literate (Word, Excel, Power Point, Outlook, or any office application).
• Basic administrative and documentation skills

Terms and conditions

• This is a Locally Recruited Staff (LRS) position. CIFOR-ICRAF offers competitive remuneration in local currency, commensurate with skills and experience.
• The appointment will be for 1 (one) year with the possibility of extension contingent upon performance, continued relevance of the position and available resources.
• The duty station will be in Bogor, Indonesia.
