CIFOR-ICRAF
Trees Outside Forests in India (TOFI) is a five-year joint initiative by the United States Agency for International Development (USAID) and the Ministry of Environment, Forest and Climate Change (MoEFCC) of the Government of India. With the united force of its consortium partners led by CIFOR-ICRAF, the initiative is committed to expanding the area under trees outside forests for the benefit of livelihoods and the ecosystem.
The State associate will assist the State Coordinator to roll out TOFI’s Program Delivery Model (PDM). This will include supporting district-level stakeholders to pursue prioritized TOF expansion opportunities; supporting the formulation of annual work plans and overseeing their implementation; liaising and networking with a plurality of district-level stakeholders; delivering and coordinating training and other capacity development activities; and supporting the delivery of key project activities and outputs as they pertain to the state level.
Duties and responsibilities
- Collaborate with the State Coordinator to implement TOFI's Program
Delivery Model (PDM), focusing on the assigned district. - Assist in identifying opportunities for Trees Outside Forests (TOF)
expansion and pursue prioritized initiatives at the district level. - Coordinate with district-level government institutions, project
partners, and Civil Society Organizations for effective project
implementation. - Support the establishment, operation, and sustainability of TOF Hubs
within the district. - Lead field activities, including farmer selection, input distribution,
data collection, cleaning, monitoring, and submission. - Organize district-level stakeholder workshops, training sessions, and
capacity development activities, and facilitate network development and
knowledge sharing. - Aid in setting up, upgrading, and managing primary and tertiary
nurseries and agroforestry demonstration activities in the district. - Prepare and maintain records and reports for district-level TOFI
activities. - Assist in implementing the project's Monitoring, Evaluation &
Learning Plan, Gender Analysis Plan, and Environmental Monitoring and
Mitigation Plan, including capturing Activity Location Data. - Perform any other project-related tasks assigned by the State
Coordinator.
Education, knowledge and experience
• Bachelor’s degree or higher in a relevant field such as Agriculture, Agroforestry, Environmental Sciences, Forestry, Social Sciences, or Natural Resource Management.
• Minimum of 3 years of field experience in implementing donor-funded projects or development programs, with proven experience in leading a team to achieve development goals.
• Experience working with state officials and ICAR institutes is highly desirable for supporting strategy development, implementation plans, and decision-making.
Terms and conditions
• This is a consultancy position.
• The initial contract will be for 12 months, which is renewable upon satisfactory performance.
• Work location: Rayagada district, Odisha, India.
