Liaison Officer

The World Bank’s Pacific department (EACNF) covers twelve countries (Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and is home to more fragile and conflict-affected states than any other region outside of Africa. Over the past few years, the Bank has substantially scaled-up its program and field presence in the Pacific, with a focus on initiatives that address the challenges of fragility, isolation, size and limited capacity, and create a foothold for wider development engagement with emphasis on country-specific strategies along three axes: (i) encouraging regional/global integration; (ii) building resilience against external shocks; and (iii) promoting economic reform and private sector development.

The Pacific Department is managed from a regional hub office in Sydney under the leadership of a Country Director. The office assists in the preparation and implementation of projects and programs country programming and analytical and advisory services. It also coordinates World Bank Group activities with other development partners and stakeholders.

The Tonga liaison officer will be responsible for supporting the government in implementing its national development strategies and facilitating strengthened coordination between the World Bank Group (WBG), development partners, and the government, and in promoting aid coordination more broadly.

The position reports to World Bank (WB) Operations Manager for PNG and the Pacific Island in Sydney and to the Resident Representative for the South Pacific in Suva.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

National Project Manager

The National Project Manager will be responsible for the followings tasks;
  • Overall management and implementation of the project and its log frame, including the PMU, its mobilization and of all project inputs from national to local/site levels;
  • Supervise and coordinate coordination and implementation of project activities, as per the project document;
  • Mobilize all project inputs in accordance with FAO procedures for nationally executed projects;
  • Supervise and coordinate the work of all project staff, consultants and sub-contractors;
  • Act as secretary of the Project Steering Committee, call its meetings and establish its agendas in consultation with the NPD;
  • Provide assistance to the International and National consultants and FAO Technical Officers as necessary;
  • Conduct monitoring of project implementation;
  • Liaise with all project stakeholders on project information and facilitate implementation of project activities;
  • Assist co-ordination of the tripartite review project meetings, and other stakeholders meeting;
  • Prepare and revise project work and financial/annual work plans (AWP), as required by PSC and FAO SAP;
  • Oversee and ensure timely submission of the Progress reports, Report, Combined Project Implementation Review/Annual Project Report (PIR/APR), Technical reports, quarterly financial reports, and other reports as may be required by FAO, GEF, PSC and other oversight
  • Perform any other duties deemed necessary for the successful execution of the project;
